CCAMP Request for Quote

The Bay Foundation of Morro Bay’s Central Coast Ambient Monitoring Program (CCAMP) is currently seeking a qualified statistician or statistical team to support our long-term trend surface water quality monitoring program through contracted services. The tasks include reviewing and interpreting Magnitude Exceedance Quotients (MEQ) and Change Point Analyses and performing a Power Analysis to evaluate the program’s sampling design.

The RFQ (below) is directed to statisticians with both the availability and expertise to complete the tasks as described in Exhibit A – Scope of Work, and who demonstrate the ability to accomplish the work by submitting a complete application, including a Proposed Work Plan and completed Budget Sheet (Exhibit B) by the deadline. Exhibits A and B, as well as supporting information, are provided in the other attachments and at the end of this message.

Ideally, we would like to select a contractor by Monday, June 8th, and are therefore requesting that those interested submit a description of their relevant experience, a cost estimate, and an overview of their proposed approach to accomplishing the work by Friday, May 22nd no later than 5:00 P.M. (PT).

CCAMP (www.ccamp.org) is a regionally scaled long-term surface water ambient monitoring program for California’s Central Coast and has served as the primary surface water quality data gathering entity for the California Regional Water Quality Control Board, Central Coast Region since 1998. The Bay Foundation of Morro Bay (www.bayfoundationmb.org) serves as the fiscal sponsor for CCAMP.

CCAMP’s mission is to collect, assess, and provide water quality information to aid decision makers and the public in maintaining, restoring, and enhancing water quality and associated beneficial uses in the Central Coast region.

The contracted statistician will work with CCAMP staff, as well as with data scientists from the Marine Pollution Studies Laboratory (MPSL) at Moss Landing Marine Laboratories (MLML), which acts as the host entity for CCAMP’s Data Navigator (www.ccamp.org/datanavigator). CCAMP’s Data Navigator is a web-based data browser and data reporting tool that displays, assesses, and disseminates Central Coast surface water quality information in accessible forms.

The following is a summary of the work described in the attached scope of work. The final deliverables associated with this contracted work will inform future changes and improvements to Data Navigator and CCAMP monitoring study design. The primary tasks are as follows:

Review Data Navigator MEQ calculations for analytes with no exceedances, small sample counts, logarithmic distributions, and double ended parameters
Review Data Navigator’s Change Point Analysis to clarify minimum required sample sizes and determine the best and most reliable functions for small sample sizes of environmental data
Perform a power analysis of CCAMP study design to determine the minimum frequency of sampling needed to detect statistically significant changes/trends of priority analytes
